The writing at least had a contemporary justification for this fact that Human + Sayian breeding supposedly creates super beings.
This fact could at least be a consistent factor until the Buu saga which I won't attempt to defend because everything post-Namek is completely bananas in terms of writing consistency.
Gohan was a weak shit outside of when he was possessed by the potential hidden inside of him whenever he was particularly angry until Piccolo actually started 1 on 1 training. Remember he had problems killing dinosaurs during Piccolo's training, which surely wouldn't have been hard for Goku to do at the introduction of Dragonball.
You also have to consider the fact that DB and DBZ might as well be different shows in terms of tone and direction. The initial transition at least had a logical measure with the introduction of power levels to keep things from looking completely retarded, but Gohan's development was anchored around the idea that his immeasure potential could be attributed to the fact that he had a special designation being the first person who was born from Humans and Sayians breeding, thus advances far faster than Goku did. This canon can completely be thrown out once Goten was born, because it completely fucks with this idea as he's no different than Gohan, but somehow advances even faster.
I'm not denying that DBZ even early on goes to somewhat ridiculous lengths to justify the power differences between certain people, but it at least made a solid attempt to justify it. After Namek, they stop even caring and decided to just say, "X character is stronger than Y because I said so"

There was an obvious attempt to move away from that and make Gohan the MC eventually in DBZ as it made far more sense as Goku's persona was designed for the fantasy theme of DB, while Gohan's personality was designed to be a character with realistic growth in the slightly more serious setting of DBZ. However due to the fact that Gohan's ascension was handled very poorly in the cell saga with them forcing it too hard, and his overly-ridiculous personality at the beginning of the Buu saga (also nips having a penchant for developing a strong affinity for characters that never fades away even when they've been irrelevant for a while), Goku and Vegeta were hastily pushed back in to relevance during the Buu saga and the series lost any sense of actual storytelling from there.
It's clearly noticeable that from Raditz -> Nappa/Vegeta -> Namek the transition was very interconnected and flowing like a real story, but once we get to Cell, things just get stupid. It just becomes a typical shoujin instead of a creative work which set a number of standards in the modern shoujin genre we see today.

He obviously had an idea of how he wanted things to go down all the way up until after Freiza was defeated. After that, he only continued writing to appease the people who told him that the series was a cashcow, and that stopping now would disappoint a lot of people.
Notice how the quality of the series correlates with how motivated Toriyama is to write more content. Throughout DB and DBZ up until Cell is fairly good and consistent, then it slowly goes to shit until recently in Super when Toriyama decides to get more involved again.
Toei obviously doesn't give a fuck about quality given how badly they've fucked One Piece's anime adaptation, so why should I care?

I like the story of Gohan. Had is childhood ruined by fighting, so grew a dislike for it, and became a well respected researcher. He now puts it to his hot wife every night, and has a daughter who actually likes fighting.
He didn't need to become God tier like his dad, he just wanted to protect his family.
