Well, the problem is that some people just can't get over the fact that new content is being added to the story, or that this isn't being updated on a weekly basis with 20 pages each time. Any delays in an update are grossly exaggerated and they throw a tantrum. It can't be helped. They're only here for immediate satisfaction, which means they're only looking forward to seeing the parts they've already seen be redrawn.

The extra content in the manga has no purpose other than to focus on lesser characters and provide further foreshadowing for future events in the webcomic. What other anon said. I've been saying that this arc is doing a better job of introducing the Monster Association than the webcomic did, as well as in hyping up Garou and his rate of progression. His leap from defeating Tanktop Master to fighting against 3 Demon level monsters (and killing 1 of them) didn't really do a good job of illustrating his rising threat, nor how much damage he was actually doing to the HA by hunting even just the A and B level heroes.

The tournament is giving us perspective on the wider world of OPM. That is, for Lightning Max, Snek, and Suiryu's fights. Snek and Max to illustrate the strength of A class heroes as it compares to the world at large, Suiryu to show us that there are still incredibe, "monster class" people outside of the Hero Association (Garou being one too, but he's too focused on being a monster/antagonist that this doesn't really properly come through as a general example of powerful outsiders). The rest of the tournament participants were also used to compare to Genos, with the same intent that was done with Max and Snek, but the difference made more striking because of how huge the gap is. Max, Snek, and Genos' scenes also reinforced the idea that they really are all superhuman, despite how outmatched they are in general by the usual threats we see Saitama deal with.

The MA arc you all love so much is still canon, available to read, and will be adapted in the future. It WAS rough. Around the latter part of the Monster Arc (when Garou and Saitama were about to fight), we were still in the Claw arc, I believe. Since then, both Mob and OPM's art have improved and become more stable, though Mob has the benefit of assistants helping with the art.
