Are you talking about the movie or the show?
If it's the movie, in Toriyama's original script Shisami wasn't part of Freeza's army in that scene where Tagoma is compared to Zarbon. It was the stupid director that threw him there since they cut Shisami's entire subplot (Freeza hiring mercenaries to boost his forces) but didn't want to remove his battle with Piccolo and Gohan since Toriyama had scripted that scene in a fairly detailed way.
In the tv show, Shisami is part of Freeza's forces already, but he isn't compared to Zarbon and Dodoria in that scene, it's only Tagoma. Tagoma is also clearly stated and shown to be much stronger than that later when he faces Piccolo, due to being Freeza's training dummy, being taken to the brink of death and regenerated every single day.
