Different reasons.
1. It goes against the whole idea a lot of Gohanfags have of Gohan, which is someone who is supposed to like fighting and is super badass about it.
2. Some think it's out of character during his fight with Cell before he goes SSJ2. He barely even attempts to fight Cell back, and when his friends are getting tortured by the Cell Jrs., he does nothing despite always charging in to help those he cares about in danger before.

It's not really that complicated. Gohan always had the potential but not the drive. He's just too much of a nice guy to go all out. That was the whole point though. He had huge potential, but didn't like fighting, so, he had to get these potential boosts in order to be forced into a position where he had to fight. It's how the conflict for a character like him works. It's like complaining that Goku's character is always about meeting someone stronger and then training to surpass them.
