Azusa's really not that much like Mio. She just likes practicing like Mio does. By that logic we should ask why we need Yui if Ritsu exists, since both like slacking off.
Moreover, Asuza is the audience surrogate. Without Asuza we don't get any of the fantastic scenes in the later bits of season 2.

Honestly, it's wrong to think that any of them didn't have a place in the story. The thing that made the series so great was how well each of the characters interacted so well with each other.

I don't think Mio likes to practice that much though compared to Azusa. The real Mio is the one we see near the end, silly and just slightly less careless than her friends. Similar to Mugi who was a just a nice girl at first but ends up making pranks an jokes at her friends and even do things like encourage Yui to open the door of the club room when they got told that it was forbidden.
Azusa is actually serious/strict by nature and enjoys to be in command.
Or maybe is that Mio as a better understanding of the group?
