Griffith isn't one dimensional and never was, he's always been conflicted about his beliefs and his own behavior. He was clearly distraught, for instance, by the boy soldier who died, as much as he tried to deny that it affected him. Plus he always tried to hide his 'dirty side' from everyone, partly because he wanted people to think of him as pure and noble, but also because he was insecure about it. Guts was the one confidant who Griffith would share that side of himself with, and sullenly ask his opinion about whether he was a bad person or not.
Just because Griffith chooses to believe in his destiny, doesn't mean he's never had doubts or misgivings. He just continues to choose to believe it and pursue it, and to ignore/suppress the stuff that gives him doubts.

That's ironic how Griffith ended in a huge city totally devoted to him, in a land totally devoted to him, but how the basis, the demon's army isn't exactly under control.
Beasts fight themselves to past time, Zodd enjoys fighting Guts when he can. All the demons and the god hands were created by the idea of evil, the maelstrom of dead souls, and for this reason they act according to the plan (currently supporting Griffith, destroying the sacred trees, and merging the worlds).
On the other side, Guts progressively built a strong team. Midland princess/prince, a knight, a soldier, a thief, a witch, and two elves. This team is bound by fate and struggle, not by admiration and hierarchy. That team is way more living than the world that Griffith built.
When I think about, the original band of the hawk was about this. Sharing talents. Cooperating to survive and win battles. Griffith liked that spirit too, he was very knowledgeable and smart. He was protecting his crew and he never hesitated to save Guts in most dangerous situations.
The eclipse and the god hands frozen his heart, but he's still protecting Casca after the second eclipse (that's sad because she still loves him even if that hurts her). He doesn't show the same aggressiveness than the other god hands, he's still a young one. In fact he didn't lost everything, he has no reason to turn himself into a full god hand. Guts, Casca and Rickert (not branded) still exist and so might trigger his heart/memory again.
