My impression was that the fights dragged on for too long (I sware that Zabusa guy took like 11 episodes to kill) and that nothing had laid any good foundations for a strong story.

First downfall is after Konoha Invasion Arc after chunin exams and stuff, that's where it stopped being tactical and kind of cool in a cheesy way and almost smart and became just Dragon Ball Z
Then Shippuuden was kind of nice, mystery and expansion of the universe, brought some tension and interest to the combat and for once wasn't about Sasuke, at the start, then somewhere around Kakuzu it became dull again, after pain it felt like it should have ended there, and it was almost more fun following Sasuke's adventures since at least it was edgy in a cheesy way and the uchiha plot line was still more or less a mystery, which made it interesting, but when the whole war thing started it was just pure trash.
