Couldn't tell you about continuity, I think the OVAs a rough adaptations of the first two games but I haven't paid close attention to them.
As for Kokawa Oboro, from what little we see of her, she seems to be a total bro (at least to Asagi and Asuka), and they deeply admire if not outright worship her (when they're not dumb enough to not recognize her as the Violet Comet). There's definitely an Obi-Wan thing going on, especially since TA3, miraculously enough, does establish that Asagi's in her mid-thirties at least, and both Sakura and Murasaki have graduated to proper teachers at the school, and everyone carries themselves a little more maturely, at least in the beginning. But we don't see a lot of her. She was tough-enough from her first appearance to beat Ingrid in a straight-up fight, but not enough to defeat Edwin Black.
The TA Kessen Arena game gives her her own chapter, but that hasn't been translated as far as I know. Versus her unending line of clones, she trades depravity for sensibility and without her mask, she's shown to have Asagi's softer, kinder features.

In TA1, Asagi is described as nearly thirty, whereas Sakura is still in school (and will be through TA2, after which she graduates).
Even assuming a minimal gap between TA2 and TA3, there's still potentially a decade between the two. Given how much Sakura's appearance changes from TA1 and TA3 versus Asagi's, it's internally consistently.
It's too bad--I wouldn't mind an TA prequel that just filled in some of the gaps, but Sakura probably wouldn't be in it (it would probably been Sakura-age Asagi + Oboro).

In TA3 Asagi is well into her thirties, Sakura is around 25ish.
Remember that in TA1 Sakura is a rookie (I think still in high school even) and Asagi had already been in action for a long time and retired.
There ages are never stated but the age gap is definitely enough that there is no way that Asagi can be in High School while Sakura has an adult body.
