Yes, and it's something I dislike in general. Even designs like >>143620635 would look better flat, because clothes generally look better on flat chested girls (the clothes themselves, not necessarily the girl herself). Big curves distort the lines.
But admittedly, I can only say this because I'm not into women. I understand why it's an appealing part of designs for others, I just think they should pay more mind to anatomy (like having balanced proportions and obeying the laws of gravity).

The problem with a lot of big booby designs is that they want to show naked boobies, but for censorship reasons they can't. So they put the boobies into as tight a shirt as they can, to give the illusion that the boobies are naked. This, of course, looks really silly. But lots of people get turned on by it, so it keeps happening.

I think that's partially just Aoki's style, and partially intentional. In interviews, they've talked a lot about Madoka being about people understanding each other, so it would make sense for the girls to look very similar in some ways, and have their defining characteristics be superficial, in a sense.
