The reason it's told non-chronologically is so all of the stories reach their climax at the end of the series. It's a pretty simple concept that's used in a number of light novel adaptations.

There's a right way to tell a non-chronological story and a wrong way to do it. Baccano does it incorrectly, there's clearly very little thought or reason put behind the order of events and once you actually examine the characters and story you'll realize that the characters if they can even be called that usually have one or two quirks that get introduced within less than a minute of meeting them and that's all there is to them. The story itself is nothing special and not particularly engaging. Try watching Baccano in chronological order and you'll see how bland it actually is. The non linear fashion that the story is told in only really serves to hide how mediocre the story is and the constant jumping from character to character is an attempt to hide the fact that pretty much all of the characters are one dimensional and can be described in one sentence.

I'll agree none of them are horribly complicated as characters, but that's not always necessary. What's interesting about the story is how they interact with one another, rather than focusing on the issues of any individual. Unlike a lot of stories, what's actually happening is the focus, and that isn't necessarily a problem.
The story being a bit more dull if it we're told in chronological order isn't a point against the show. Its shows the creators recognized the pacing wasn't well fitted for an anime and they used the non-chronological story telling to mitigate this problem.
