About the birth defects, ghouls have bad eyesight like with Nishiki but they don't age as much as Arima. So whatever it is, he should have had gray hair by now but Kanou's operation could have stopped it 3 years ago. The operation doesn't stop him from aging, it normalizes his rapid aging and he can live like a normal half ghoul.
The birth defect of Furuta and Arima is that they age too fast, hence glucoma happened as side effect. I think the problem happened because they didn't have kagune so their physiology is messed up and now that Furuta has one, I guess it can fix some problems.

No real proof to that the earliest we don't see much of Arima when he is 24. There really isn't much to go on either way.
