I really enjoyed episodes 3 to 14 or something like that, but the whole buildup to the end really didn't do it for me. I wish it had just been about the various countries at war instead of "smart" monologues about determinism and choice.
Was still worth it for the cool mech designs and animation, but overall I agree that it's like a 6 or 7 out of ten.

Honestly I felt that the show lost it during episodes 19 to 23, especially 23 which seems to be take so many shortcuts to set the stage for the finale.
