See One Piece

When you introduce a new island, this is world building.
It doesn't matter that this island or characters will never be relevant again, this is good world building.

It's not actually a thing in most anime. Don't worry about it

Establishing a set of clearly defined rules for how your setting interacts and functions that cannot be violated.

Introducing new characters, ideas, or concepts that smoothly integrate with the world you've built without any retconning, shoehorning, or just outright ignoring previous points.

I think anon is being sarcastic.

That said you have poor judgement if you can't find positives in any battle shounen. Try to actually think about things instead of just blindly hating an entire genre to make yourself feel superior.
>>
Establishing a facade of consistency that allows for the illusion that a world exists outside of whatever's in frame, and doing so in a way that's interesting and not stupid

It means creating and depicting a place or places that are at once familiar and tangible and yet still unique and interesting to an audience. It means building constructs with unceremonious attention to detail that delights your subconscious and makes it feel as if you could walk through the screen and actually be there. Like you would know how it smells there and how the breeze would feel on your face, or how the cold emptiness of space would feel against the weight of your spacesuit, or whatever the world happens to be. It feels as if the characters are real inhabitants of an authentic, lived-in place that could tell a thousand different stories, and we just happen to be an audience to one of them.

This is really a skill common to visual arts, it isn't even specific to anime at all. You can do this with film, with theater, and absolutely with animation.

Fleshing out a setting beyond the immediate stage used by the characters and doing so in a way that feels natural.

Shows like xam'd have good worldbuilding in that it feels like a unique rounded place that could exist and not feel like a flat stereotype. Then again xam'd was pretty meh otherwise so world building can't save a story alone.

World building as I have seen it is when someone who has no idea what good writing is, talks completely and totally about the setting and the lore/backstory of the setting and equates that to being good writing while ignoring themes and characters of the story,

Did Persona4 have a good world building? The town was nice imo.
