Cut off the hydra's head, you only get two more. It's only going to bring down the appeal of anime. They are better off with having a streaming site that only has ads on the side that requires no subscription or having to pay to do so. The millions of people that decide to go to that site (but not have ads running in the video) will only pile up the money that will distribute to their respective studios.

Nothing can stop piracy, you can only delay it in the case of videogames.
With anime though its a free buffet for everyone forever

They didn't care for the overseas anime market when it was booming and now that they realize how much money they are losing because of their own stupidity, they want to rein it in.
It will never succeed.
