I actually really like that it has a smaller scale and is more focused on small-scale Stand shenanigans than saving the world for a change, but I can understand why someone would be put off by it. I guess it's the Mass Effect 2 of JoJo Parts.
This is the best the Jojo TV anime has been.

The plot is kind of lame but the art, especially the colorsheme, is top notch. Characters are worse than usual but they have had okay development. I'm triggered by how annoying Joseph is though.
The stakes are raised when the main villain shows up.

nevermind that this is the best the animation has been as far as not being a slideshow, part 4 has been a brilliant adaptation thus far. The small scale SoL-esque nature of part 4 has always been one of its appealing factors.

Honestly, Part 3 is some real garbage. It drags on forever, the lead is a boring mary sue (most jojos are kinda mary sues, but at least the rest have personality), 80% of the characters are the exact same build/body/face, and it's too heavily a "monster of the week" deal without any consequence as the story progresses.
Literally the only good thing about Part 3 is the ending with Dio, but you have to slog through 2 seasons to get to that.
Part 4 is a lot smaller in scale, but that lets it be a much better character study.

I agree with you for the most part. The lack of an overlying plotline takes away from the classic Jojo feel. That gets better in part 5.

either wait till its done, then binge watch it and watch part 5 weekly since its formatted like part 3 but is much better.
Jotaro stoic nature is much better suited towards a side crew member and this part showcases this quite well.
Its generic but much of your criticism are alleviated towards the second half the part. There is a reason part 4 is highly regarded by most of the fanbase.

I'm slowly reading the manga(up to volume 8 of part 4 now), but I haven't enjoyed it since part 2. It's a bummer because part 4 was supposed to be one of the good parts, and I was really bored by 80 % of part 3. I'm starting to think Jojo isn't really for me.

It's the voices. I fucking hate Koichi and most of what is going on just doesn't have the same mood to it that the manga does. Loved the manga, liked Koichi in it too, but the anime is too vanilla for me.
