GitS is a franchise that deals hevily with the themes of politics in it's world setting. Specifically Japanese politics and how they intersect with Japanese cultural issues.
The fact that they not only cast a white actress but are trying to use Scar's name recognition to draw in the "Cool action spy explosions" crowd makes it pretty clear they don't give a fuck about what actually make Ghost in the Shell good.
Maybe in a couple years we'll get a formal apology from the writers like we did with Dragonball Evolution.
