Same reason Working!! was good. Combination of character focused dry comedy and a good development team.
No idea why the author didn't like it. Seems like a rather bitter person, having one of the most popular anime ever and still not satisfied.

Like any good show, it had good characters and did something unique. That's all the viewer really needs to understand. Of course, a ton of effort from the production staff went into making the show have good flow and development. But unless you work in the industry, you shouldn't worry about that.
