It's actually how they worked originally. People in Dragonball and early Z often worried about the state of the bodies. There were also lines about Kami rebuilding Chaotzu's body, for example.
However, at the end of the Namek Saga, when they brought back Kuririn, they added a line about how rebuilding his body was a "freebie", and after that they ignored that rule. I guess the dragon disliked Freeza and so was stricter with the rules again.

Re-read the manga, in the Cell timeline Trunks got the shutdown device from Dr Geros blueprints and used it to shut down the androids without having to fight them.
