This is true, but at the time the TV series had a more or less satisfying conclusion. Sequelization in such a case is a more blatant cash grab than simply making anime.
Cliffhangers are salt inducing, and again it plays into cash grabbing as well by not offering a satisfying conclusion.
That being said, Rebellion is a work with comparable artistic merit as its predecessor series, so I'm more than glad it exists. Opinions may be divided, but it certainly introduces greater depth thematically and paves the way to a better conclusion than the series.

Paradise Lost in particular is a bit of an exaggeration, but there's definitely a bit of archangel symbolism in the movie if you look at Sayaka, Nagisa, and Homura.
