Does fanservice make an anime better or worse?
In theory, it can only improve the anime, since it's just the addition of seeing your favorite character's panties or whatever
In practice, it becomes the only reason for the show's existence, destroying any somewhat decent part of the show that may have existed.
Imagine if every scene in K-ON was merely a way to build up to Ritsu fondling Mio's tits. Sure, that may be enjoyable now that you've watched the whole show, but would you get anything out of it if it was that way from episode one? If that was ALL the show was?
Everything in excess is bad.

Good fanservice has a way to blend in with the anime and come naturally, bad fanservice sticks out like a thumb in your eye due to the forced situations and cliched scenarios.

I think it depends on the series, really. It can go either way. For example I thought it felt a bit awkward & out of place in Kuma Miko, 'cause it was just countryside comfiness, but in Netoge it was great.

Usually I don't mind a little but of fanservice but in K-on case I am glad that Kyoani decide to drop most of the fanservise. Nowadays they do the opposite though.
