so my theory is this:
that there is a time travelling teigu that Tatsumi will come upon. when he realises that the empire is too powerful and that the rebellion has lost (with the empire almost destoryed by the PM) he uses the teigu and goes back in time. during the process, he merges and defeats tyrant and becomes one with the teigu and maintains his humanity and body but has the power of incursio.
When he wakes up, its around the time esdeath was still a child and he mulls about killing esdeath, but instead decided to protect and rule her clan, making her fall for him again so he can influence her not to be such a sadist.
he then trains esdeath and they assassinate the PM before he can do anything influetial and he leads the clan to join the empire and teaches them to defend it and to assinate corrupt politicians.
this avoids the war and prevents esdeath from being a sadist (or a threat to the empire if she was left alone) and tatsumi is able to rebuild his own version of Night raid to serve the empire and purge its corruption, but as a result he never meets mine, despite meeting other members his old night raid.
