If you even watched the show, you'd notice that people either ignored Rei or were generally civil to her. Who gives a shit how someone like her acts as long as she does you no wrong. Meanwhile, Asuka's first act as a character is to attack 3 boys she doesn't know from anywhere. In some parts of the world, from Afganistan to Atlanta, Asuka'd be getting her shit kicked in.
