Now I'm not sure where to take this:
Scenario A: An amendment: If you've killed a person before they've gotten a chance to use their free kill, you effectively "steal" that person's right and get to kill again (as a visual aid, maybe have something like a Kill Card that you keep on your person)
Scenario B: Kill Cards are also added to your Kill Count, which is public knowledge that shows who, when, where, and how you killed (so there's no why/motive listed)
Scenario C: Kill Count isn't public knowledge and it is only revealed when they...are killed
I'm also not sure who MC could be:
- A bored student who has her 18th birthday at the beginning of the story and starts racking up her Kill Count at night
- A detective who's out of a job since technology has taken the guesswork out of murders and homicides. But since technology and society doesn't care about the Why, he takes it upon himself to figure the Whys out himself
- A politician who wants to get rid of the law that has "plunged the country into chaos", in his own words. Constantly fights off assassins himself because he's hardcore, but no amount of killing will bring his wife back.

Would he get his ass kicked and actually lose upfront or try to actually think of a way to win the fight? A cowardly way of winning, but still a way to win by the skin of his teeth? The threats still need to be actual threats, after all.
A light hearted comedy Shounen about a world where everyone has various super powers.
The gimmick is that the main character has super strength, but unlike normal super hero / Shounen stories, the anime doesn't handwave the equal and opposite impact of his attacks.
If he throws a punch than can flatten a truck, he gets sent flying backwards. He can't run at super speed, because each step sends him into the air, so he has to do a sprinting jump thing like walking on the moon. If he's in midair and tries to do a power kick, he starts spinning rapidly and is flung into the ground.
The first few episodes are just slice of life whacky adventures with him fucking himself up with his powers. The middle bit is about him trying to make senpai, a girl with the ability to nullify force with her palms, notice him. Eventually, they're able to combo to make him a somewhat decent fighter, with her absorbing the kickback force of his attacks as best she can.
The finale would be something nonsensical, like an invasion of parasitic psychic aliens that turns everyone into zombies, and of the recurrent characters only the MC survives (waifu dies), heroically preparing to fight and live in this now zombie world, and find what's left of humanity.
Under no circumstances would there be a season two.
