It is seriously trying to spark some sort of discussion on the morality of automation in policing, and consistently fails to even imagine what an automated police force would even look like. Hey I'm not saying Oshii was right to change the dialogue.
His first movie was a valid take on GitS and improved some of its aspects in interesting ways, but Innocence was an obvious cashgrab. He did what he thought would get him critical acclaim, and he succeeded. But the result is still laughable and I'd much rather watch a GitS movie that stayed true to the manga, flaws and all. What I mean is that he had to either stick to the manga, or do his own thing, he couldn't have afforded doing the same tone as the first movie while keeping the manga's plot and dialogue.
That being said it'd be pretty funny if manga Motoko popped into Oshii's movie to liven it up with her rowdy tomboy demeanor and occasional silly faces.

If anything it's Oshii's LEAST pretentious movie: it just tries to be pretty and create a mood, it doesn't try to enlighten you, it doesn't butcher a previous IP by shoehorning "serious" themes into it, and it's not an obvious allegory.
It certainly has biblical references and imagery but they aren't used for didactic purposes, just for poetry.

If that was the case then people would call P&S pretentious, but they don't. Symbolism that provides visual appeal yet is never commented on doesn't have to be taken seriously. In the case of Eva, almost anyone can agree that it was thematically focused on the psychological problems of the various characters and was merely using some sort of apocalyptic event as a backdrop for its story.
