Even though its campy, derivative and the storytelling needed some serious work, I still have a real soft spot for genocyber. Its a little like Zardoz, being filled with tons of neat ideas that aren't well explained or explored. In todays wish-fullfiment anime market, its also a nice nihilistic throwback that tries to be as crazy at it possibly can.
Also like other anons have mentioned, the soundtrack is pretty great. If you have any fondness for weird b-movie horror then you'll have a ton of fun with it. If you are not, then the whole series will seem like an incoherent slog.

Genocyber is superior to about 30% of the anime discussed on /m/ and /a/.
Genuinely awful, a stupid clusterfuck.
I can deal with gore but this one doesn't have anything else in it to justify its existence and it's downright unpleasant to digest.
On average, Urotsukidoji is better. But Genocyber stays evenly good throughout its entirety and has a proper ending.

MD Geist has more solid characters and a more straight-forward and satisfactory story than Genocyber. The only thing that's bad about MD Geist is the occasional QUALITY.

Genocyber, and the fact that /a/ will find this shocking shows how shit their taste is, is a piece of art. Genocyber is a story about an absolutely abyssal world, it is a horrible place with a humanity that is innatly rotten, the characters that attempt to hold onto their purity and have any sort of empathy what so ever ultimatly find that there isn't anyone to empathize for. That's the point of the ultra violence: it becomes the cleansing fire that destroys a world that has nothing good left in it. By the end of the first OVA the protagonist herself has been ereased completly, her mind is gone, and she has metaphorically and literally been turned into a Destroying Angel. This has been done before, Akira made it a common theme and Genocyber is not shy about showing it's a inspired by it.
Genocyber is shocking, it's the most violent anime ever produced without an x-rating (and there is only one anime WITH an x-ray more extreme). But it uses this to communicate something an emotiona level, and frankly it manages to do pull off the above mentioned theme better than anime I have ever seen.
The world is destroyed and the anime actually manages to make the audience feel relieved at the end. That's the power of it's narration.
Apart from that Genocyber should be appreciated for the aesthetics alone. It certainly makes just about anything that comes out on a seasonal basis look amateurish. Some of the scenes are breathtaking like the one where the flesh monster consumes an entire battle ship or the battle between the great mechanical dragon and Genocyber in which the whole city burns down. The use of color and shading is top notch by OVA standards and the soundtrack gets an A+: "Genocide" and "Fairy Dreamin" are still some of my favorite tunes from any OST.
The fact that /a/ cannot see these things and just has a knee-jerk reaction to all the violence from the Golden Age of OVAs really is pathetic.

Genocyber has that 80's/90's OVA problem of trying to say too much in too short of a time. It feels really disjointed and all over the place. Visually, though, there's something about these old things I find charming, in a gory, hyper-stylized kind of way.

It was alright, the story is way too disjointed and fragmented for the most part and it made a really simple story harder to follow than it needed to be.
But the soundtrack and designs and the action scenes are pretty good and its worth checking out for the genuinely good anatomically correct gore.

I've noticed that quite a lot - half of these things have really fucking up pacing, spend a lot of time on minor things than try and wrap everything up in 2 minutes. There was an OVA called Vampire Wars that I liked but it revealed a bizarre fucking plot about vampires being aliens and the vampires are actually good guys and the main girl has to wake up dracula because he's the mesiah or some shit and it just ended with them flying into the sunset without doing any of that.
