Its the opposite of Avenger class. During the third grail war the Einzebern when cheating had the option of summoning either Avenger or Ruler, they went with the former.
Ruler is a servant that can't actually compete within the war normally, since they are a neutral party, and don't want the grial, they can only moral police the other servants into staying within order and not breaking the rules too badly.
They fulfill a condition similar to the church within grail wars, except they aren't morally bankrupt like the Church has been in grail wars so far. Ruler class since it rules all other classes, has the ability to command seal any servant in the war. Their power also can't be considered second rate, they have to keep everyone inline.
Christian saints aren't anything lacking in ability typically though, Joan is strong.

There are almost twenty classes
Anything beyond the original eight classes is called an Extra class, even if the Extra classes also potentially existed since the beginning.
Extra classes are typically the outliers of a grail war; its possible to summon someone outside of the eight classes, and it does come with an advantage since opponents aren't as good at analyzing the Extra classes. However it comes with its own potential issues.
Shielder, Avenger, Saver, Alter Ego, Ruler, etc
There are some classes that are hard to prepare for perhaps. You might make the mistake of summoning something beyond your ability to handle.

Shield NPs are meant to break when they break, they're meant to wear down, Archer is the exception since he can keep creating new ones. However even then she left her shield with Gilles in the end when he needed it.

Its not hard to grasp if you take each entry of the series one at a time. Avenger, Shielder, and Ruler have potentially been around since the Fuyuki war. Saver and Alter Ego were created during the Mooncell war.
A class is just a mold, its not hard to create additional molds to summon heroes into. Entire purpose of a class is that its too hard to summon a hero at full power, so you're choosing which mold to pick for them to best express their abilities upon summoning.
If you choose to summon them as Shielder, their defensive capabilities will be at their maximum, and they'll come summoned with whatever NP best corresponds to defending. This is good because there are many situations where once you block an enemies NP, they're either stuck or they've just expended almost all of their mana and are now open.
A lot of especially good servants could be summoned as almost any class.

The reason for this is that the Mooncell and Throne are linked up. They basically copy info from each other on occasion. However it would be very hard to find a catalyst for them, so they're very unlikely to be summoned. This class is often discredited in conversation, they try to say it doesn't count, but it basically does. Although it doesn't matter since they're only going to be summoned in irregular wars like Grand Order.
Saver isn't just Buddha, its any messiah figure. However it would be basically impossible to summon this class on purpose. They sort of have to come to you, rather than you pulling them to you. If Jesus was ever summoned, this would be his class. Also maybe that Islam guy, Muhammad.

I didn't really notice it. Might be a little hard in the beginning if you play on normal and pick fox waifu for your first playthrough, but once she gets her passive MP recovery skill she can pretty much clean every random battle with her spells only. The main problem in the game is that once you're in battle areas, you can't recovery, and you can't save. And there are some choices in there that can lead you to automatic gameovers, which can be pretty frustrating if you had been grinding. Or you could die from very strong enemies you've never seen before because fighting them is a bit of a shot in the dark (spell spamming will still wipe the floor with them, however).

Keep in mind that the Grail War was purposely set up so that no one outside the three main families could win.
So while the number of possible classes is somewhat large, it was purposely restricted to the eight original classes because it advantaged Saber, Archer and Rider, the three classes typically used by the three families. (And that being able to subvert this limitation would be an incredible advantage.)
Granted, the storyline doesn't ever make perfect sense, but it makes more sense once you understand that the original Grail War was always rigged. It was never meant to be a fair fight.

Human servant summoning is a paltry joke compared to the world summoning heroes to deal with a world ending threat.

Any servant that stands at the apex of their class as the strongest hero of that class is given the Grand title.
