Why do Index and Railgun have so much filler?
They don't
Chapters serve one of two purposes; to advance a plot, or to advance the characters in some way. Only if it can be deemed as absolutely neither can it be filler. People are too quick to call anything filler, you would lose some of the best episodes of everything if you took away those episodes and only kept in the plot advancing ones.
Advancing and showing the characters is just as important as the plot, otherwise who the fuck are these people and why should I care.

Because Railgun is about just the shitty girls and not TouMAN. TouMAN makes the world go round, the girls are there to help further it along.
So if it's just them, it's just cute girls doing cute things. Railgun is a blight on the Index universe.
