Unlike the main anime, RW never HAD any tension. Tankathon is a very minor league and nearly nothing is at stake. Sizuka hired BC Freedom with a barrel of rice wine. The only thing that the manga is doing is portrayal the characters, and how they get changed by the matches. Previously BC Freedom was a mess, and Shizuka forced them to realise they need to becom a team whether they like to or not. Ad now with Erika we see Black Forest pulling itself together from rebuilding after two championship losses and achnoledgem of their own flaws. The RW manga was always about the characters and what they learn about themselves, not about who gets hurt or who dies.

The basic rule is, the flag triggers if the vehicle is deemed "unable to continue", that is, it can no longer influence the outcome of the battle. Gun is disabled? White flag. Armor is pierced? White flag. Tracks come off? No problem, you can still shoot. A vehicle in motion can still do significant damage even with tracks torn off and the gun snapped, so the flag goes up only after it's stopped.
To speculate as to why an engine failure immediately triggers it, even though an immobilized tank can still fight, it' s probably a safety feature. A tank crew blessed with common sense will immediately bail out when the engine bursts into flames. But there's schools like KMM in Senshado, and houses like Nishizumi and Shimada. Crew trained under them would be expected to hold the line and fight until the flag pops up, even if the engine is hit and starts burning. Even if the transmission is hit and the tank stops moving, a KMM captain would order the driver to rev the engine and power the turret. They probably want to avoid situations where stubborn girls burn in their tanks because they can still fight. Thus "engine or transmission is hit = instant white flag" to prompt a bailout.

What are the rules about crew standing outside of their tanks during battles? For instance what Anchovy and her crew did during the movie battle.
Obviously the enemy team can't shoot the tank while someone is standing right next to it because that's too dangerous (let's ignore the commander sticking her head out the hatch thing), but to what extent can this rule be used or abused?
