That happens in a lot of series although it's pretty blatand in this one. It happens when authors don't have a clear plot or personality in mind and just use their manga to draw what they want to see at that moment. Characters change all the time, forget essential stuff or react completely different to things depending on what they need to do or know to make the sudden, episodical, plot idea the author came up with happen. Kenji wouldn't have saved the day in this one if Atsushi acted in character and the mangaka is too stupid to write a non-contradictory scenario in which this happens.

I think the main problem is that there is a difference between over-the-top or impossible stuff (in real life) and things that contradict each other or inconsistence.
An author can do whatever he wants, there isn't anything too "silly" in itself, but a rule that aplies to any kind of fiction, even trash, is that the author shouldn't break the rules he himself set up. The manga page you posted is just funny-silly, it would only get stupid-silly if the author would forget the heart "armor" a few pages or chapters later to make some plot point happend that shouldn't actually happen, given the informations we had till now.
A game can be stupid but it still functions nonetheless - it only gets unplayable when the rules it is based on contradict each other.

It's pretty edgy and I like it
The mafia is your local yakuza doing business that police can't really do anything to stop. The Armed Detective Agency works on request and was created only to protect one guy in the first place. Up until the bounty on Atsushi they were practically coexisting because it's just a pain to deal with the other. Of course Atsushi thinks he's bad luck, it's because of him and his bounty that everyone's out to kill each other.
The hierarchy is normal people with no abilities < Black Lizard kind of guys < Armed Detective Agency = Akutagawa + Executives. Chuuya and one other guy are the only executives shown so far, and when Chuuya is not trolled to hell by Dazai he can actually beat half the Agency on his own. So could Akutagawa, but he IS a jobber. The plot of the manga is not that bad, it's at least a lot more coherent than the anime. So many asspulls and wasted potential though.

I thought it was from some Korean webtoon because of Dazai's design and the style of the characters.
I really got into it though. Now its probably my top show, simply because its a fun shounen that reminds me of the early 00's when you could do that. I totally thought it was fujoshit at first going in so I was surprised.
Reading through the threads just puzzles me though. I feel like the more time I spend on /a/ I just get farther and farther away from what /a/nons think about shows. Maybe people my age moved on and only 14 year olds post here now, I would never know.
