Most Web animators have that sloppy fluid look (my favorite of the bunch is Ryo's final fight scene in Birdy and his debut scene in Noein). His smears are much more cleaner and have less detail making them much more bearable than OP's scene.

NO They knew exactly what they were doing, experimenting with smearing and trying out an extremely warped stylized techniques. I can agree maybe it was the wrong moment in the series to do it because it was such an important moment and the mood didn't call for wacky effects. Maybe that's why it caused so much butthurt. Anyway it was still well executed for what it is. It just pisses me off when plebs who can't into animation freeze frame on smear frames and don't think about them in the context of the motion. The two Korean episodes of DiU so far have been great for quality. Plus they thought that halving the distance Jotaro and co had to run was a good idea while making Okuyasu talking to Akira last 10 minutes. It wasn't THAT bad in the manga but the Koreans really fucked up on that one.
