We've got a plot summary but I can't into Japanese so here's it is:
羽鳥チセ１５歳。
身寄りも、生きる術も、希望も何一つ持たぬ彼女を金で買ったのはヒト為らざる魔法使い・エリアスだった。彼に『弟子』兼『花嫁』として招き入れられたチセは戸惑いつつも、停まっていた時を動かし始めてゆく……。

そんなゆっくりと、しかし着実に時を育む、穏やかな或る日--。
倫敦のアンジェリカより届いた書籍を整理しようとするチセが見つけたのは、日本語で描かれたひとつの本。それは幼き日、その身に重すぎる荷を背負い、孤独を抱える少女が縁とした特別な絵本で……。

Yes, it is a prequel. If you're confused because of that one PV, just forget about that. It's a only promo for the manga. We'll eventually get a PV for the actual OVAs soon, hopefully.

I think it will show a little of both the past and the present. Some scenes in the PV looked like they were adapting scenes from the manga, so I'm guessing it won't be all prequel.
