Luffy is tough, but at the end of the day he only has rubber powers. Hisoka on the other hand, has the additional properties of gum adding to his repertoire, making him far more versatile. Here's what I think wil happen with Kurapika:
Oito's plan to trick Kurapika into thinking she was Halkenburg seems too well thought out for her. Considering she came from poverty I doubt she had the intelligence to think the plan through. It was most likely planned by someone else. She mentioned how the lesser princes find Halkenburg more appealing but I think she is talking about herself. I think she is working for Halkenburg in the hope that he will save her sons life.
The thing about Halkenburg is that it was stated that he sees Tserriednich as the only family he likes. From what we've heard about Halkenburg, they seem like opposites from each other. Tserriednich is probably tricking him into believing that he also wishes to change Kakin. So I can see a possibility that Tserriednich is manipulating him and controlling him to do his bidding.
So basically, Kurapika told Oito that he wants to meet Tserriednich and she quickly complied. She will probably go to Halkenburg to ask for help on this who will then go tell Tserriednich that someone wants to meet him. From this, Tserriednich will set up a trap.

For example I doubt anyone could call Pitou a weak enhancher. Another example is that Kurapica in specialist mode is able to use all kinds of auras with the same level of ability.
