This. Almost any joke regarding breasts has been done a thousand times already. Whether it's about a girl with no boobs, or a girl with cow tits, there are no original gags involving boobs any more. It's just a very cheap way to get teenage boys to like the show.

Kumiko is cool.
Though she's not really overly self conscious. She hoped she'd get bigger breasts, but that's about it. Most of the time she's pretty straightforward and never shies away from doing something because of a lack of confidence or something. Out of all the characters from Hibike she's probably one of the bravest since she's pretty confronting when it comes to dealing with problems.
