Shounen genre and shounen demographic are different things.
Shounen may not officially be a genre name, but there is some sort of genre or something that people mean when they say shounen and mean a genre. Or a style, too.
I don't know about Code Geass, but if you say "the shounen genre", you are probably not talking about Azumanga Daioh, even though it IS a shounen. (However, it may still have the "shounen style".)
