Yeah, I was pretty disappointed it's so fucking 1-dimensional. Biba could have been a good, or at least perfectly solid "villain" just by honestly holding to his philosophy 100% in the service of humanity without any of the retarded edgy psycho bullshit. Like, if he really truly empathized and regretted it, but he really thought (and in fact had often proven) that this was the best way, but he didn't make any unnecessary sacrifices either. If he was just completely serious about it but happened to have an approach very different from Ikoma who is also totally serious and thought things through, that could have made for an interesting solid dynamic. Plenty of possibility for frustration on both sides but also for respect, competing but sometimes fighting together, etc. Make sure both of them have a point.
I guess that sort of thing was too fucking complicated for these writers though, can't possibly have any shades of gray that might confuse our audiences who are all little children! What a fucking waste of an ok setup.

His whole body except the eyes is shielded with the heart cage material, and he turns black. He becomes completely liquid and can practically move his heart away from the attacked spots, so he won't be able to be killed with normal jet bullets.
Here, Ikoma returns to his ep.1 self, he thinks for a minute while dodging Biba's attacks, and comes up with a plan to freeze his ass.
Ikoma pushes him into a lake, and then he snatches a couple of those pressurized air cylinders, grabs on Biba tightly around the neck with his Kabane strength, and lets them freeze him (almost freezing Ikoma in the process, too)

But he doesn't do any of those things. He uses zombies to destroy cities, their resources, their centers of production, and creates thousands of new zombies in the process. Considering also that the rails are their lifeline, each time a station gets destroyed it cripples the entire nation further. They can't just build new ones, and railroads are not built with that much redundancy in the first place, so more cities are going to become isolated.
Not that it matters. This is all just a disposable story for a flavor of the month show. As long as there's Mumei fanservice and decently animated action scenes it will have served its purpose.

We already know it's possible, since Ikoma's not-particularly-strong train makes journeys lasting several days between stations, including ovenight stops when they have to. The trains themselves aren't even completely zombieproofed, so they already rely on being able to evade or shoot off the zombies.
Biba is even better positioned than Ikoma's group to travel and fight the kabane, since he has kabaneri and kabanerizord technology, and he treats the trains as fighting vessels rather than as logistics convoys.
The sane version of Biba's strategy would be:
>put the stations into total war mode to produce weapons and soldiers for the war effort
>put kabaneri into serial production and draw blood from the station population
>send out trains and horseback patrols to form a mobile defense, catching kabane before they even get close to the walls
>exand the patrols to actually seek out kabane and purge them
>luse kabanerizords to suck up large numbers of kabane, and take out infested stations and kabanezords
>as kabane numbers drop and their movement pattern become well understood, expand beyond the station walls and begin restoring order
It's counterintuitive, sticking your neck out like that, but stations that stay bottled up don't contribute to the purge, and actively harm it by creating more kabane than they destroy.
