In all honesty, I like the almost-Strawberry Panic/Marmite-level ensemble and its arc organization. Frequently shifting focus allows the narrative to not blow its load with the main couple, but still demonstrate some semblance of progression with other couples in play, and stay dynamic without going all Citrus by introducing random rivals, encouraging incoherent behavior and stranding the cast on Namek for a few years.

There's a difference between drama that simply extends the plot and drama that is part of the plot. YagaKimi might have the similar amounts of drama to Citrus, but most of it's drama has been laid out. It's not like Yuu is going to learn to fall into love with Touko, only for Sayaka to suddenly confess her love for Touko with no foreshadowing.
I guess it also helps that most of the drama is cleared up rather quickly with little time spent on angsting.
The yuri genre suffers from an extreme case of being too vanilla as fuck. It needs more hardcore female delinquent, hateful banters that lead to wrestling and kissing, perverted little girls seducing older women and rapey yuri monstergirls.
