Honestly the limiting factor is the amount of Pantheons he has access to. He's currently using just about every major religion, so bad guys are hard to come by unless he brings in Ares from Greek Mythology, or the Titans. He can do it though, this is the man who decided "Evil Dragons" was an appropriate name for a freshly made group of strong guys.
In fact what amazes me the most is how authors like this like to bring in new, dumb shit instead of doing a little planning first and creating conflict between pre-existing characters.

Well regarding Evil Dragons, it sort of makes sense given that some Dragons are evil. He said that he was gonna do more setup for them around volume 10 but didn't have the time so he had to do something small like mentioning Crom Cruach in a side story that takes place after volume 9. And his solution to running out of pantheons is clearly the other world enemies. He's basically setting up a multiverse where he'll never run out of enemies or characters.

Speaking of multiverses, they'll probably find a mirror universe that has its own dimensional gap between mirror universes and then Great Black comes out and Not-Ophis the Red will appear. I knew what I was getting into when I started reading a LN aimed at teenagers, but god damn does the quality of writing still get to me.

Part of its charm is you know he's going to pull some stupid shit, the mystery lies in what kind of stupid shit he has planned. Even if he gives them whole books, outside of that book, every girl is sidelined because there's not enough space to interact with that many people on a regular basis. I almost feel like drawing the line at Xenovia/Irina and working on developing them would've been a smarter choice. No matter how qt Ravel is.

On the bright side, given how long the series is gonna go on for, he'll have the chance to explore them then. It would be better for him to completely not put some girls in some volumes though I think, despite it pissing off fans. That way he can focus on single characters instead of not having to waste dialogue to remind readers that like 10+ girls are sitting there and not invisible.

There are parts where Kiba literally does not appear because he needs all the space he can find to talk about Issei and the girls. It's a fucking crime. Kiba, Sairaorg and Saji all have ten times the depth of the girls and it shows. Whenever they appear the content actually becomes interesting.
I was more pointing to the fact that once you introduce a character and explore their past, they become an integral part of the story. Ishibumi will spend a book talking about a character and raising the intimacy between the reader and said character, only to make them a tertiary character in the next book. It more or less ruins the affection and emotion you develop for that character because they become sidelined. It's not something you're supposed to do unless you're changing to a new main character or moving to a new series set in the same universe.

That's basically the downside to these kind of stories. It'd be hard to keep even one group of characters in the spotlight during a book. It's probably also how the fans keep coming back for more because they want to see their favorite characters. For example, if I hear Sairaorg is in a volume and he's important in it, I will drop whatever I'm doing to go read it. Everything that surrounds him in this series is greatness and he's probably my favorite character.
And as for the men having more depth, it's an ironic side effect of harems because the girls are basically just there as waifubait for the crowd, but the author actually has to try with the males because they need to be badass or have a good motivation.

The fact that they're women alone justifies their appearances, whereas the men need strong convictions and definite personalities. All the men have concrete personas, whereas all the women flip flop between a variety of hot and cold.
They shuffle around Issei like extras in an action film, where the hero takes them on one at a time despite being surrounded. The extras just move in and out, feinting to give the appearance of action.
