He knew that he wasn't a great diplomat, because doing the right thing is really all he's good at. This is why Rossieu ends up in the diplomat position, and yet he still manages to lose sight of everything that got them where they are. Heart, courage, and the need to stand against oppression, not be covered by it. He tried to cheat his way out of a bad situation by placing blame instead of fighting for what really mattered.
