I doubt that OP meant "nobody even recognizes this character anymore, including those who watched the show; this character is literally gone from their memory". He also probably didn't literally mean "every other person on the planet". Rather, he meant "you rarely see anyone talk about this character".
Why would he phrase things that way, then? Because in human language, we often shorten things for convenience and because the shortened version rolls off the tongue better. In this case, depending on the context (which the speaker assumes that the listener can pull clues from), "most people in the social circles of which we are speaking about" (a mouthful to explain every time, for sure) is often shortened to "everybody". Furthermore, "forgotten" tends to be used abstractly to mean "not talked about". As I matter of fact, I'd say that the more abstract meaning is used far, far more often than the literal.

It's still pretty new, but I guarantee it's almost already forgotten.
I really liked this character design, and the show wasn't bad (as far as anime goes - it looks like they actually put a tiny bit of research into a history besides their own, too), but for some reason had like zero hype.
I had to remind myself of the title, already.
I also liked Maoh from Maoyuu, but at least the name of that series was easy to remember.
