I know they are different arcs and that the character sort of evolves. But I consider Dio Brando and DIO the same villain, and that is part of what makes him so great. The hype of having such a good villain come back for another part, and they shade his face even though we know his identity is just brilliant. Say what you will about Part 3, but Araki hyped DIO and his final battle in a superb way. I wholeheartedly agree with the rest of your list.

Diego was just a miniboss and not the final boss of steel ball run.
Poor Johnny had to fight the EXTRA boss of the series against a dio wielding the world stand. He lost just like his first part counter part but he lived and had a family life, regain his legs ( can use act 4 standing, no more need to use a horse for it) and he got the body of christ.
Too bad he still get his head remove from his body.
