A lot of people have speculated that, anon. The only real surprise is how soon it's happened. The last couple of episodes threw up so many death flags, though.
I was originally expecting somewhere around episode 18, a la pine salad, for him to bite the dust. That said, I'm glad it happened early because it was getting kind-of boring, to be honest. Every incursion basically started and ended the same. Now that Messer's dead, HayaHaya and MiraMira can develop more as pilots.

It's pretty obvious that next episode will be a quick epilogue to the last episode, funeral, mourning, and reminiscence. The following episode will have Roid taking Heinz and getting the fuck out of the empire, and joining Delta after an episode of him sitting in the brig and being released as a last-ditch effort to save the Delta squad during a desperate battle. He'll also probably become one of the Walkure's husbandos, probably Mikumo.
They foreshadowed it pretty heavily this episode.
