i'm pretty sure chapters 1 and 2 were published together, so you're expected to read both of them.
a lot of manga has been doing this lately, where a chapter is like 7-12 pages long, and two of them in an issue at a time.
it's pretty stupid. i can't imagine why anyone would want to do that.

I thought they just made the first chapter double (or triple) long? That's what I see most often. Then the second chapter is a little bit longer than normal, but by the third it's at its usual length for the rest of the run.
