It doesn't have to be just UL. I'm thinking it's something else from that world. Azi Dahaka said there was something in that world that has been waging war against Chichigami, and that's why she herself didn't respond to Issei in volume 7. Rizevim before he died also got into contact with something from that world and informed them of their existence, basically being the one who is the catalyst for everything to come.

Probably this year. TNK usually releases 1 anime / year. Each DxD season was their only release in that year. They haven't released any anime yet this year. Between season 1 and 2 there were 5 "anime seasons" (spring, summer, fall, winter, spring)
Season 3 was released last year spring season, this means that so far 4 seasons went by. (summer, fall, winter, spring) If they go back to their pacing between S1 and 2 then S4 should be released during fall but I suppose they might surprise us and release it during the summer season although time's running out for an announcement.

And Rias is a shitty version of Sirzechs. You see, even though they both got Power of Destruction from their mother, Rias did not inherit the trait of the Gremory clan, whereas Sirzechs did. That trait is to have good control over magic, and with something like power of destruction, control is needed. Also, Sirzechs is a mutant and by default is the strongest devil in existence basically.
