Because it's less expensive and is a good way to practice or try out making garage kits if you're not sure you want to blow lots of money on it. You can go out and spend $300 on an airbrush and a compressor, but unless you already know how to paint anime figures it's going to look like shit. Having more expensive tools doesn't make up for lack of knowledge, and handbrushing lets you learn that stuff without spending a lot of money while still getting a good end product you won't feel embarrassed of and throw away.
