The Namek saga has so much material and characters to work with.
The cell saga is much smaller in scope and just focuses on pretty much the same group of characters for much much longer, resulting in the comedy inevitably spinning its wheels and falling more into self referential stuff.
It's one of the reasons I dread them doing the buu saga because once super buu turns up most of the screentime is JUST Buu and whoever he's fighting.Of course everything I've said applies to the actual series proper too.

First timeline: Frieza arrives, stomps on the heroes until Goku teleports in and kills the entire invasion force. Stuff happens, Goku dies of his heart disease thing, Bulma is devastated and devotes herself to a cure. Soon after, the Androids pop up. Gero is killed by 17 and 18, who then tear apart the planet, looking for the now dead Goku. Shit happens, everyone dies and eventually Trunks is sent back in time to prevent this timeline. The timeline splits from here.
Next Timeline: Trunks goes into the past, helps to beat Frieza, shows the others that Super Saiyan isn't a singular thing and then warps to the start of the Android battle. Things progress, 17 and 18 kill Gero and then the heroes train for awhile to beat them up. Vegeta and Trunks' time in the HTC is enough to let them win the day. Presumably stuff happens at this point but it doesn't matter.
Trunks returns to the original timeline, kills his version of the androids and then intends to go back into the past for... some reason. He is ambushed by Cell when he isn't powered up and is killed quickly. Cell steals the time machine and goes even further back into the past. This splits the timeline. Good news is that the Earth is pretty damn safe by this point, since we're well past the timeframe where Majin Buu would appear. We just had to sacrifice every hero the planet had.
Next timeline which is the series we watch. Cell arrives a year before Frieza/Trunks and is low key while he gathers his power. Frieza/Trunks arrive and stuff happens, but now in addition to the Android rampage, Cell is wiping out cities to power up. Additionally, 16 is awakened in this timeline, though he might have been woken up in the previous one as well. Stuff happens and the day is saved.
Trunks eventually returns to his timeline, kills the Androids, kills Cell and then presumably rules over the Earth as an immortal dictator.

Honestly in a perfect Funi dub, he'd take one of Piccolo and Vegeta, and Sabat would take the other. If for no other reason than to save Sabat's voice from degrading any further.
This show either got less funny over time, or I got older, or both. It seems that apart from a few silly moments in every episode since the Frieza arc ended, TFS looks like it's trying to take its own dub seriously and it's just embarrassing to look at now.
