Because horror only works in written form and in interactive form.
It can not work as a visual medium because once you see the spooky thing, it loses all ability to scare a passive audience, and until you see the spooky thing the best you can hope for is an unsettling feeling and some dread of the upcoming jump scare.
A game can work because you're not passive.
A book can work because you don't actually see anything and your brain has to compensate by making shit up, which is literally the number one source of fear.

Anime has the added disadvantage of nothing on the screen even looking properly human to begin with.

Kagewani is much better in that aspect. The sound levels are fine and most of the episodes are entertaining before, during and after the monster appears.

I'm not a VN person outside of reading Type Moon stuff a decade ago but hearing the distain for the anime made me look into Umeneko. Apparently, it's mystery focused but it's not like horror isn't there. Again, I don't fuck with VNs. The most I've done recently is look at pictures of the tomboy from Kara no Shoujo. I didn't find what I wanted.

The way I see it, there's horror movies which are violent/crazy/gory/shocky and with the monster in your face, then there's the spooky type where you never see anything but is really good at building tension.

The former I can eat for breakfast, the latter is sometimes 2spooky4me. And I believe the latter only works due to atmosphere and realism.

My point is that I think anime cannot ever spook someone, because of the lack of realism. Actual scary anime can't exist. I'll always enjoy anime that make ATTEMPTS at building atmosphere, though.

Umineko makes fun of the horror elements of itself though, including the reader who foolishly got caught in it. The descriptions of the murder events are exaggerated, supposedly because of magic. As early as episode 2, you're basically enjoying the murder acts, instead of being spooked by them. A perverse enjoyment told even by the characters themselves.
