Robin, Zoro and Sanji didn't cry but you can tell that Merry still meant a lot to them. Franky is just overly emotional to everything, he cried to Robin's flashback as well despite barely even knowing her. I wouldn't say it's much of anything here since it makes sense that characters that didn't know Mel would weep the same way as others.
