If I remember correctly, CLAMP was going through some tough internal issues during the time they were writing TRC, and that's why they went on breaks every other 2 weeks.
The problem with TRc was no different than, say, the issue DC had with The New 52. The idea was right, it was nothing the group hadn't done before (you'll noticed hardly any of the twists in TRC were unexpected for CLAMP), and the was a ton of potential to be exploited, but internal problems made things go wrong.
What happened with TRC shouldn't be an indicator of CLAMP's overall quality. Hell, the sequel for TRC has been quite good so far.

Clone Syaoran reincarnated as Li Syaoran and Sakura reincarnated as Kinomoto Sakura. Syaoran went to Japan for whatever reason, met Sakura, things happened, they got married and had a child they namedLi Tsubasa, who for whatever reason I don't seem to remember goes by his father's name (i.e. Syaoran).

The short answer is it's complicated.
The long answer is that the Syaoran at the beginning was the clone of the real Syaoran, but the clone had his own soul. Sakura's body was a duplicate I think but had the same soul as the original. The clone Syaoran was reincarnated along with the duplicate Sakura and they had the real Syaoran as their son who would eventually travel to the original Sakura's world, leading to duplicate Sakura and clone Syaoran being created. I haven't read it since 2009 so I might be getting some facts mixed up but that's the general gist of it. It was a convoluted mess but at some point it became so ridiculous that it swerved back to being entertaining, for me at least.

I just finished reading the Tsubasa sequel because people in this thread were saying it was ongoing but it ended, CLAMP called chapter 18 the second to last chapter (http://www.animenewsnetwork.com/news/2016-01-19/clamp-tsubasa-world-chronicle-manga-approaches-climax/.97730), and chapter 19 was recently released. I think they brought it back because of it's connection to xxxholic, which has a sequel that's also ending (or may have already ended, I haven't kept up), but I doubt they ever intended it to be as long as the original or else they wouldn't have put the country's name in the title. It's also possible they timed the ending so they wouldn't have too much on their plate while they worked on this CCS sequel.
