Development is currently slow. As it is right now, nothing has come up to make me want t drop the manga yet but I'm hoping their is an actual payoff down the line for the story's current development.
Otherwise, it seems clear Metropoliman is the main antagonist and at least the moral delimma of the MC not killing was fully addressed.
