For the Dio fight, besides the critical lack of road rollers yeah I like the OVA way more despite the changes. Better atmosphere, sound effects, animation. Only thing shittier in the OVA was the cheesy music-store-keyboard-preset sounding music. Time stops were cooler too.
I also actually liked the raspy chain smoker Dio voice, it was more unique. I fucking hate that you can look at an anime character and make a very close guess as to what their voice sounds like these days. It's too contrived.

Dio's voice in either version is a 10/10. I think the anime version does a better job at Dio's catchphrases.

Half true. The individual OVA episodes were better done than their anime counterparts (with some exceptions, like Polnareff's intro, or Justice), but as a whole package the Anime is better due to fully adapting the material properly.
The Dio Fight is incredibly well done. TANKUU RORI aside, it was better than the manga in some scenes (polnareff's stabbing Dio's head was done better and not wasted, for example).
And Dio's voice, while initially very strange, is very good, very menacing. Not quite as good a "ZA WARUDO" though.
I appreciate the effort the anime went through to be accurate to the manga but the 90's OVA is great stuff. I'd say I like them both equally but for different reasons.
The 2000 OVA series is trash though.

It's worse than the old one, but it honestly isn't "trash". Most episodes of it were legit good, the Emperor/Hanged man was amazingly well done. It's just that some episodes / fights had to cram too much and ended up poorly done, like Polnareff/strength and some parts of Justice.
I think I prefer the dub of the ova to any other jojo anime just because of how bad it is. Adds a huge amount of unintentional comedy. Fucking Joseph's VA just sounds bored all the time.
